Player Review
I liked what I saw out of Payne at the Rubio Long Snapping VEGAS XXIX Event on January 14-15, 2017. He snaps a smooth ball and has very good consistency....each and every snap are the same. As he continues to grow, I want him to keep widening out so he can get his upper half through to create more accuracy. Also, getting his butt down so his back is parallel to the ground will help with overall speed. Payne uses his whole body well and once his back is flat to the ground, his speed will pick up because he will be able to use ALL of his lower half. Increasing his overall speed of the ball (back flat will fix this) and getting his athleticism going a bit more will really push him up the rankings. Listens well and has good potential. Keep a close eye on him at VEGAS 30 in May.
Accomplishments
VEGAS XXIX Average 15 Yard Snap Speed: .94
VEGAS XXIX 40 Time: 6.05
VEGAS XXIX RSI (Rubio Standard Index) from the Rubio Target: 21.25

All Long Snappers were tested on The Rubio Target. Each Long Snapper was tested on 12 punt snaps where they had three normal snaps, three blocking left, three blocking right, three speed punt snaps (running in from the side and have three seconds to get the ball off once their feet are set) and 12 pat snaps where they had three normal snaps, three blocking left, three blocking right, three speed punt snaps (running in from the side and have three seconds to get the ball off once their feet are set). Once the Long Snapper has completed the test, they earn an RSI which is the fairest and most accurate way to judge a Long Snapper by numbers. Please note: the RSI does not account for athleticism, spiral or mentality.

RSI (Rubio Standard Index): The RSI is the score divided by the average speed on The Rubio Target. You may obtain 2 bonus points for an average of .75-.79, 2 more bonus points for an average of .70-.74 and an additional 2 more bonus points if you average below .70.
